A Grand Theft Auto spin-off set in Tokyo was reportedly in development at one point. An external studio was planning to build it using Rockstar's engine, but the project never made it past the planning stages. The reason? The series is so intrinsically tied to its satirical take on American culture that a Japanese setting just didn't fit.
