Neck scar close up

When I stopped by my older brother's house to spend some time together, I spotted this mark on his neck. He told me it had suddenly appeared after he woke up this morning, and it is extremely itchy. Does anyone have an idea what might have caused this? Should I be concerned? The mark looks like a distinct scar from a surgical incision, complete with visible stitching marks. It seems well healed now but has some raised tissue. The surrounding skin shows a natural tone along with visible hair fol
