Trita Parsi, Quincy Institute EVP, identifies the danger in patterns and decision-makers rather than isolated voices. He notes that nuclear weapon use is being normalized in public narratives without occurring in isolation. As he put it: "We are in a situation in which nuclear weapons, the use of it, is being normalized in the public narrative, and I don't think that is happening in a vacuum." The normalization describes a pattern involving who decides to leak information.
