The report alleges the CIA ran a covert drone operation targeting Ecuadorian fishing boats, and the Fiorella with its 8-person crew went missing in January. Survivors say quadcopters hit their vessels, then armed men speaking English took them into custody. If the reporting holds, the US conducted lethal covert actions in Ecuadorian waters with no public authorization.
